EU packaging directive impacts cross-border e-commerce

A new European Union directive regarding packaging regulations is reportedly hindering cross-border e-commerce for small and medium-sized enterprises (SMEs). The 124-page directive, which took effect on August 12, mandates that online retailers take responsibility for product packaging after it reaches the buyer.

Under the new rules, e-commerce businesses are required to establish a representative in the recipient country to ensure that packaging is properly processed for recycling. Reports indicate that hundreds of small and medium-sized businesses within the EU have already ceased shipping goods across borders to avoid these complexities.

The European Commission proposed the directive in 2022 with the stated goal of reducing climate impact and waste. However, critics argue the regulation contradicts the original purpose of the European Economic Area by making trade more difficult. While large corporations like Amazon are expected to manage the requirements easily, smaller entities, such as independent book publishers, face significant operational challenges.
