EU Packaging Regulation (PPWR) imposes new rules on waste and design
The European Union's Packaging and Packaging Waste Regulation (PPWR), which entered into force on August 12, 2026, is introducing sweeping changes across various industries. The regulation aims to standardize rules for design, recyclability, and waste management across the EU.
Key mandates include a limit on empty space in shipping containers, which must not exceed 50 percent by 2030. Additionally, the regulation will ban certain single-use items by 2030, such as condiment sachets in gastronomy and miniature liquid toiletries in hotels. Large supermarkets exceeding 400 square meters will also be required to dedicate 10 percent of their floor space to bulk product refill stations.
For businesses, the PPWR carries significant legal implications. Companies that brand packaging with their own logos may be legally classified as the manufacturer, assuming various regulatory responsibilities. The cosmetics sector faces further scrutiny under the EmpCo directive, which will restrict vague environmental claims starting September 27, 2026.
In Poland, the implementation of these rules has met with domestic challenges. The government has yet to pass specific national legislation regarding extended producer responsibility (ROP), leading to debates between industry organizations and the Ministry of Climate and Environment over the economic burden and the potential for state monopolies.
