EU packaging regulation sparks German business backlash

From 12 August the EU Packaging and Packaging Waste Regulation (PPWR) becomes mandatory, with further provisions to roll out until 2040. The rules require complete traceability of every packaging element – from cartons and labels to stretch film – and assign responsibility to producers, importers, distributors and fulfilment services. German companies say the law creates “unfathomable bureaucracy”, with one mid‑size trader quoting, “With PPWR a massive paperwork burden is created for every single carton, label, tape, clamp, and stretch film from creation to disposal.”

Germany is adding its own Packaging Act (VerpackDG) on top of the EU text, leading to overlapping requirements and a “special path” that some firms fear will increase costs and force them to abandon reusable packaging. Large firms such as Sherwin Williams warn that the lack of clear guidance hampers packaging management, while Würth’s CEO declared, “I can’t work like this.” Consumers may ultimately bear higher prices as businesses grapple with the new compliance obligations.
