EU Packaging Regulation sparks industry debate over compliance and bureaucracy

The European Union's Packaging and Packaging Waste Regulation (PPWR) is driving significant changes across the packaging and chemical industries. An information event held in Austria highlighted the ambitious roadmap for a circular economy, noting that all packaging must meet new recyclability requirements by 2030. Experts emphasized the need for collaboration across the entire value chain to manage these transitions.

However, the chemical industry is expressing concern regarding the regulation's administrative burden. The Fachverband der Chemischen Industrie Österreichs (FCIO) has called for a ‘Stop the Clock’ on current obligations to allow for a comprehensive overhaul via a PPWR-omnibus. The FCIO argues that existing rules, such as the requirement for companies to appoint authorized representatives in multiple EU member states, create excessive bureaucracy and costs. The association is advocating for simplified registration procedures and the removal of certain administrative duties for EU-based companies to maintain competitiveness and focus resources on innovation.
