EU packaging regulations mandate 15% waste reduction by 2040

New European Union packaging regulations (Regulation (EU) 2025/40) are implementing a mandatory framework to reduce packaging waste by 15% by 2040. The regulation shifts the priority from recycling to prevention and reuse. Under these rules, Spain must reduce packaging waste per capita by 5% by 2030 and 10% by 2035, using 2018 as a baseline.

The measures target the entire lifecycle of packaging, including design, materials, and labeling. Key changes include limits on over-packaging, requirements for all packaging to be recyclable, and increased minimum recycled plastic content. A unified European label will provide clear information on material types and disposal options.

Specific restrictions will impact the food and beverage sector. Single-use plastic sachets for condiments like ketchup, mayonnaise, sugar, and coffee cream will face a phased withdrawal. While manufacturing prohibitions began in August 2026, full restrictions on the use of these single-use formats in sectors like hospitality are expected to be implemented by January 1, 2030. Businesses are encouraged to transition to dispensers, reusable containers, or paper alternatives.
