EU packaging rules face criticism over bureaucratic burden
The new European Union packaging regulation, intended to reduce waste and strengthen the internal market, is facing criticism for creating significant bureaucratic hurdles for businesses. While the regulation aims to increase recycling and reduce pollutants, industry representatives argue it may achieve the opposite of its intended effect by increasing administrative costs.
Chambers of Industry and Commerce (IHK) in Rhineland-Palatinate have warned that although the rules are European-wide, registration requirements remain organized at the national level. This forces manufacturers and retailers to register separately in every member state where they distribute packaging. Steffen Blaga of the IHK-Arbeitsgemeinschaft Rheinland-Pfalz has called for a centralized European registration portal to prevent companies from having to report data 27 different times.
Small and medium-sized enterprises (SMEs) are particularly affected. Some small online retailers have already ceased shipping to other EU countries due to the financial and administrative burden of finding and paying for authorized representatives in each nation. Additionally, legal uncertainties remain regarding whether producers or retailers are responsible for ensuring packaging recyclability.
