EU Packaging Waste Regulation compliance tools and role guidance released for Dutch firms

The European Packaging and Packaging Waste Regulation (PPWR) will require an EU conformity declaration for every package placed on the market from 12 August 2026, with full recycling‑content and recyclability rules taking effect on 1 January 2030. To help companies meet these obligations, participants in the Horti Sustainable Packaging Initiative (HSPI) have created a practical template and user guide for the declaration, aiming to standardise documentation across the horticultural sector.

Separately, experts explain that PPWR distinguishes between “producer” and “manufacturer” (fabricant). A manufacturer markets the packaging under its own brand, regardless of who physically makes it, while a producer holds extended producer responsibility, registers with the national waste‑collection scheme (Verpact in the Netherlands), and contributes to collection and treatment costs. The guidance advises firms to first identify their specific role under PPWR to determine the correct obligations and avoid duplicate work.

Both resources are intended to streamline compliance, reduce confusion and ensure that Dutch packaging companies can meet the upcoming EU deadlines.
