EU Packaging Waste Regulation (PPWR) to Reshape Supply Chains

The European Union has finalized the Packaging and Packaging Waste Regulation (PPWR), a directly applicable law that replaces the previous directive and sets uniform standards across all member states. The regulation introduces mandatory packaging reduction targets for 2030 and 2040, requires all packaging to be recyclable by 2030, imposes harmonised labelling, and establishes minimum recycled‑content thresholds for plastics.

PPWR defines clear obligations for manufacturers, importers, distributors and authorised representatives, designating them as “economic operators” who must maintain technical documentation, conformity assessments and declarations of conformity. Key implementation dates include 12 August 2026 for substance restrictions, 2028 for new labelling rules, 2029 for reusable‑packaging labelling, 2030 for core recyclability and recycled‑content requirements, 2035 for “recyclable at scale” obligations, and 2040 for higher recycled‑content targets.

Industry groups such as EUROPEN have released a PPWR toolkit urging companies to map packaging portfolios early, engage suppliers for upstream data, and build internal governance structures to meet the documentation and reporting demands. Early preparation is presented as essential to avoid supply‑chain disruptions and to gain a competitive edge as the regulation phases in over the next decade.
