Introduced by the Social Democratic Party (PSD), the provision allows for the termination of mandates for officials with final conflict-of-interest findings. European leaders Manfred Weber and Valérie Hayer argue that the retroactive application of this law is designed to politically target Timișoara Mayor Dominic Fritz, potentially violating both the Romanian Constitution and EU law.

EPP and Renew Europe leaders have urged Commission President Ursula von der Leyen to clarify that the funds will not be released unless Bucharest abandons the legislative modification. They have called for a decisive signal from the Commission before the August 31 deadline for reform milestones.
