Romanian deadlock continues; early elections, cyber attacks
Overview
President Nicușor Dan convened a fresh Cotroceni meeting on 10 July, bringing together PSD, PNL, USR, UDMR and the parliamentary minorities group. He again rejected Adrian Veștea’s nomination after the PNL leadership was bypassed, and noted that prior candidates—including Eugen Tomac, Sorin Grindeanu and Siegfried Mureșan—had failed to capture a parliamentary majority. PNL’s Alexandru Muraru warned Dan not to act as a “saviour” of PSD, while AUR signaled openness to negotiate early elections. Prime Minister Ilie Bolojan reiterated a 48 % reduction in the Chancellery budget, projecting €4 million in savings that could be redirected to infrastructure such as bridges and overpasses. The political stalemate coincided with a series of Russian‑attributed cyber‑attacks on Romanian state institutions. Dan condemned the assaults as part of a hybrid‑war campaign, and the European Council pledged further sanctions and cooperation on cyber‑defence. On 11 July the European Council sanctioned nine individuals and four entities tied to the FSB‑Center 16 and APT Turla cyber campaign; Romania proposed EU sanctions on the hacking platform Noname, and NATO warned the attacks threaten allied security. Polls in June showed a sharp decline in economic confidence and a realignment of voter support: PNL rose to 22.4 % and AUR held 36.4 %, while PSD’s rating remained steady. PSD leader Sorin Grindeanu declared his party in opposition, demanded Bolojan’s resignation, and revived discussion of early elections as a possible way out of the deadlock. On 12 July interim Vice‑Premier Oana Gheorghiu said the coalition fractured over reviews of state‑owned firms, limiting the interim cabinet’s authority. A further Cotroceni meeting on 13 July again produced no agreement; PSD stayed in opposition and kept early elections as a possible outcome, while the EU Commission approved a PNRR renegotiation pending Council sign‑off.
