EU proposes 21st sanctions package targeting Russia

The European Commission, led by President Ursula von der Leyen, announced a proposal for a 21st sanctions package against Russia. The measures aim to tighten economic pressure by targeting the energy sector, financial services, crypto‑related activities, trade and, for the first time, the Russian fisheries industry.

Key provisions include a ban on adjusting the oil price cap until January, adding 30 vessels to the blacklist of Russia’s “shadow fleet” (bringing the total to 662 ships), and restrictions on ports, airports and refineries involved in Russian oil trade. The package also proposes a ban on LNG tanker sales to Russia.

Financial restrictions would place transaction bans on 31 Russian banks and extend to 20 additional banks, crypto firms, trading platforms and oil traders, even if they operate from third‑country locations. Trade controls cover dual‑use goods, drone technology and imports worth about €6 billion, such as certain metals and automotive parts. The fisheries clause bans imports of specific fish products, including a full ban on cod.

The proposal further seeks to bar individuals who have served in the Russian armed forces since the war in Ukraine from entering the EU. Implementation requires approval from all EU member states.
