European Commission seeks agreement on Ukraine funding by year-end

The European Commission aims to reach a political agreement by the end of this year to address Ukraine’s projected 70 billion euro funding gap for 2027. This deficit includes a 40 billion euro requirement for defense and 30 billion euros for domestic budget expenditures.

EU leaders are currently negotiating the long-term budget for 2028–2034. While the Commission has proposed a budget framework that could reach nearly two trillion euros, member states remain divided. Some nations, including the Czech Republic and Slovakia, have indicated they do not wish to participate in new loan guarantees for Ukraine, following their decision to opt out of previous guarantee schemes.

The Commission is looking to international partners, including the United States, the United Kingdom, Canada, and Japan, to help reduce the total financial burden. Additionally, there are ongoing discussions regarding the potential use of frozen Russian assets to support Kyiv, though countries like Belgium continue to oppose this measure.
