Swedish defence analyst Lieutenant Colonel Johan Huovinen warned that Russia may instead launch a partial mobilisation similar in size to the 2022 call‑up of roughly 300,000 men. He noted declining recruitment, possible postponement until after the September parliamentary election, and intensified enforcement such as mailed notices and police checks, recalling the public unrest the 2022 mobilisation provoked.
