EU sets 3‑euro fee on low‑value parcels and new ID rules for high‑value purchases

From 1 July 2026 the European Union will charge a €3 customs fee on all small parcels sent from outside the bloc whose value is up to €150. The measure targets low‑cost goods shipped from China on platforms such as Temu, AliExpress and Shein, aiming to reduce price‑undercutting of EU retailers and to fund waste‑management costs.

A further set of regulations will take effect in mid‑July 2027, requiring additional identification for transactions above €10,000. Buyers of luxury items – cars, watches, jewellery, artwork or real estate – may be asked for national ID numbers, tax numbers or bank‑account details to curb money‑laundering and terrorism financing. The rules expand anti‑money‑laundering duties to dealers, real‑estate agents, auction houses and crypto‑service providers across the EU.
