EU Sets 3‑Euro Flat Customs Fee on Small Non‑EU Imports

The European Union will introduce a new customs regime starting 1 July 2026 that imposes a flat €3 charge per imported item. The previous exemption for shipments valued under €150 will be eliminated, and value‑added tax will have to be reported separately in monthly import declarations.

From 1 November 2026, importers will also be required to provide specific product identification codes for customs processing. The changes increase the administrative workload for third‑country sellers and logistics providers and will raise the total cost of low‑value cross‑border orders, affecting e‑commerce platforms such as Temu that rely on cheap, small shipments.
