EU targets Russian actors over illegal deportation of Ukrainian children

The European Union is preparing new sanctions against 27 Russian individuals and entities accused of the illegal deportation and theft of Ukrainian children. The organization Bring Kids Back UA has welcomed these measures, calling for criminal prosecutions for war crimes. Maksym Maksymov, head of the organization, warned that children remaining under Russian control face risks of indoctrination and the erasure of their Ukrainian identity.

Estimates regarding the number of displaced children vary significantly. While Ukrainian authorities confirm over 20,500 children have been forcibly moved to Russia, Yale University’s Humanitarian Research Lab estimates the figure is closer to 35,000. Reports indicate Russian occupation authorities have utilized digital “product lists” to filter Ukrainian children by age, gender, eye color, and hair color to facilitate forced adoptions.

Separately, U.S. intelligence suggests Vladimir Putin may employ hybrid warfare tactics to test NATO unity. These covert operations, including cyberattacks, disinformation, and sabotage, aim to pressure European security without initiating direct military conflict. Recent incidents, such as the discovery of an explosive-laden drone at an airport in Leipzig and missiles entering NATO airspace, have heightened concerns regarding Russian covert activities on European soil.
