European Parliament approves new customs fees for non-EU small parcels

The European Parliament has approved a major customs reform that introduces a new processing fee for small parcels imported from non-EU countries. This measure is designed to cover the rising administrative costs associated with the massive volume of individual shipments, particularly those from Chinese e-commerce platforms such as Temu, Shein, and AliExpress.

Member states are expected to begin collecting this fee no later than November 1. The exact amount of the fee will be determined by the European Commission and reviewed every two years to ensure it remains proportionate to actual processing costs. To prevent the direct transfer of these costs to consumers, the responsibility for payment lies with the online marketplaces or the entities responsible for other customs duties on the shipment.

The reform also includes the establishment of a new EU customs authority, which is set to begin operations in Lille, France, next year. This initiative aims to modernize the European customs system, improve the efficiency of duty collection, and strengthen controls on non-compliant or unsafe goods entering the single market.
