European Commission delays EU packaging labelling implementation
The European Commission has announced a delay in the implementation of the Packaging and Packaging Waste Regulation (PPWR) labelling rules. Originally scheduled for publication on 12 August 2026, the Implementing Act is now expected to be adopted in the second quarter of 2027 to allow for a public consultation process.
The new EU-wide rules aim to introduce standardised waste-sorting labels to assist consumers in identifying reusable packaging, items in deposit return systems, and recycled or bio-based content. Once the act is in place, packaging producers will have a two-year window to ensure all products comply with the new labelling requirements.
On behalf of OPRL, Managing Director Jude Allan noted that while the consultation is a positive step for effectiveness, the two-year transition period will be “extremely challenging” for producers with extensive product ranges. Organizations are advised to begin assessing packaging composition and country-specific requirements immediately.
