European Commission issues infringement notices to Spain, France, Latvia and Slovakia over EU law breaches

The European Commission has opened infringement procedures against four member states for not complying with EU regulations. Spain, France and Latvia were sent late‑notification letters for failing to submit their national measures under the Digital Operational Resilience Act (DORA) by the 17 January 2025 deadline. The Commission gave them two months to respond, warning that further action could follow if the deficiencies are not remedied.

Slovakia received a reasoned opinion for not correctly transposing the EU legal‑aid directive (Directive 2016/1919). The country provides free legal assistance only to accused persons, not to suspects, and lacks provisions for certain pre‑trial and cross‑border situations. The Commission also gave Slovakia a two‑month period to address the shortcomings before possibly referring the case to the EU Court of Justice.
