European Commission launches infringement procedures against EU member states

The European Commission has initiated multiple infringement procedures against several EU member states for failing to transpose or notify the implementation of various EU directives.

Eighteen member states, including Greece, Bulgaria, Romania, and others, missed the July 10 deadline for implementing the sixth anti-money laundering directive. These rules aim to improve transparency by ensuring authorities have access to beneficial ownership registers to combat financial crimes and terrorism financing.

Additionally, several countries, including Bulgaria, Croatia, Cyprus, the Netherlands, Portugal, Romania, Slovenia, and Slovakia, failed to meet the July 12 deadline to include three new psychoactive substances (2-MMC, NEP, and 4-BMC) in their national drug definitions.

Bulgaria is also facing specific procedures regarding energy markets, hydrogen and decarbonized gas infrastructure, industrial pollution regulations, and the right to repair products. The Commission has issued official warnings, giving the affected states two months to respond and take corrective measures before further legal action, such as issuing reasoned opinions or referring cases to the Court of Justice of the European Union, may be taken.
