European Commission launches multiple infringement proceedings against Portugal

The European Commission has launched multiple infringement proceedings against Portugal for failing to transpose several EU directives into national law.

One proceeding concerns the failure to classify three synthetic cathinones—2-methylmethcathinone (2-MMC), N-ethylnorpentedrone (NEP), and 4-bromomethcathinone—as drugs subject to European anti-drug trafficking rules. The Commission noted that consumption of these substances has led to numerous deaths across Europe.

Portugal is also facing legal action regarding the Right to Repair Directive, which aims to promote sustainable consumption by making it easier to repair products like smartphones and appliances. Additionally, the Commission has flagged failures in transposing environmental legislation, specifically regarding the Hydrogen and Decarbonised Gas Directive and regulations concerning industrial and livestock emissions.

Finally, the country is under scrutiny for not implementing the sixth Anti-Money Laundering Directive, which is intended to increase transparency regarding the beneficial ownership of companies to strengthen the EU financial system.
