European Commission proposes new gradual integration model for EU enlargement
The European Commission has introduced a new policy package titled ‘Preparing for a Wider Union,’ aimed at adapting the EU’s governance, policies, and budget for future enlargement. This strategic shift moves away from viewing integration solely as a path toward full membership, instead proposing a model of gradual integration. This approach allows candidate countries to access specific EU benefits and policies before full accession, which is viewed as a way to enhance security, stability, and economic prosperity in the Western Balkans.
While the proposal offers potential benefits such as early access to SEPA payments or zero-tariff roaming zones, experts warn of significant challenges for candidate nations. In Albania, concerns have been raised regarding economic readiness for early single market competition and the potential for corruption to block vital funds. Furthermore, the package includes strong protective clauses that could allow for the suspension of voting rights for up to 15 years following accession if EU values are violated. Analysts suggest this could lead to a ‘peripheral membership’ status, where countries participate with limited rights and influence.
