EU proposes gradual integration and common market
Overview
The European Commission is advancing a ‘gradual integration’ model for candidate countries to provide economic benefits prior to full membership. Overseen by Alexandre Adam, the proposal aims to grant earlier access to the EU single market, research programs, and industrial cooperation in high-tech sectors such as semiconductors, biotechnology, artificial intelligence, and the space industry. Expanding on this framework, the Commission has introduced a policy package titled ‘Preparing for a Wider Union.’ This strategic shift moves away from viewing integration solely as a path toward full membership, instead proposing a model that allows candidate countries to access specific benefits—such as SEPA payments or zero-tariff roaming zones—before full accession. This approach is intended to enhance security, stability, and economic prosperity, particularly in the Western Balkans. The proposal includes the creation of a common market for nine candidate countries: Albania, Montenegro, North Macedonia, Serbia, Bosnia and Herzegovina, Georgia, Turkey, Moldova, and Ukraine. This would allow the free circulation of goods, services, people, and capital. Access remains conditional on concrete reform progress, with mechanisms to ensure benefits are not permanent if reforms stall. However, the package introduces significant complexities. Experts have raised concerns regarding economic readiness for single market competition and the potential for corruption to obstruct funds. Additionally, the proposal includes protective clauses that could allow for the suspension of voting rights for up to 15 years following accession if EU values are violated. Analysts suggest this could result in a ‘peripheral membership’ status, where countries participate with limited rights and influence. Furthering the debate on expansion, Zoran Jolewski, a former Macedonian defense minister, argues that integrating the Western Balkans is a ‘strategic necessity’ to prevent a power vacuum and mitigate external influence.
