European Commission urges return of all irregular migrants in Ceuta to Morocco

The European Commission has stated that all migrants staying illegally in the Spanish exclave of Ceuta should be returned to Morocco, including unaccompanied minors. Commission spokesperson Markus Lammert emphasized that EU law, specifically the Return Directive and upcoming regulations, provides the legal framework for the removal of irregular migrants, including children, provided that their best interests and legal protections are upheld.

Following a mass influx of migrants in late July, the situation in Ceuta has placed significant strain on local infrastructure. Spanish authorities report that approximately 5,000 migrants are currently in the city without legal status, with nearly 1,900 identified as minors. To address the humanitarian situation, the Spanish government is expanding temporary reception capacity, with Minister Elma Saiz announcing an increase to 4,000 places.

The Spanish government has also committed to ensuring that those staying illegally in Ceuta are not transferred to mainland Spain. Meanwhile, Morocco has indicated its willingness to receive returning unaccompanied minors, though diplomatic discussions regarding administrative obstacles continue. Reports from the ground also highlight growing security concerns and social tension within the city due to the ongoing crisis.
