Key obstacles identified by the auditors include a lack of effective top-down planning and insufficient coordination between EU and national funding streams. This fragmentation risks causing investment duplication, incompatible systems, and critical gaps in defense capabilities. Furthermore, the EU remains heavily dependent on external suppliers, particularly the United States, for advanced technology and military support.

While the surge in funding offers opportunities to expand the European defense industrial base and foster innovation, the ECA warns of potential bottlenecks. These include shortages of skilled personnel, raw materials, and key components. The report emphasizes that increased spending alone will not guarantee security without improved governance, better industrial capacity, and reduced external dependencies.
