European defense spending faces political and budgetary challenges

The Portuguese government has proposed a consolidated defense expenditure of approximately 3.798 billion euros for 2027. This figure is comparable to current spending levels, though it excludes the European SAFE instrument loans. Within the Military Programming Law, the government anticipates spending 524.3 million euros in 2027, an increase over the initial 2026 budget allocation, despite being lower than current investment estimates.

On a broader scale, European defense efforts face potential challenges due to the rise of far-right political parties across countries such as France, Italy, Belgium, Germany, Poland, and Romania. These parties are increasingly using economic discontent and the rising cost of living to contest military budget increases and aid to Ukraine. This political shift threatens the consensus required by NATO and the EU to accelerate rearmament and maintain a coordinated response to the threat posed by Russia.
