EU Packaging Regulation (PPWR) implementation sparks industry concerns
The European Union's Packaging and Packaging Waste Regulation (PPWR) entered its application phase on August 12, 2026. The regulation aims to reduce waste, promote recycling, and limit the use of harmful substances like PFAS in food-contact packaging.
However, the transition has faced significant criticism from industry groups. The German Retail Association (HDE) has called for an EU-wide grace period until January 1, 2028, citing technical uncertainties and a lack of clear guidance. There are concerns that retailers may be forced to destroy existing stock to avoid legal penalties regarding sustainability claims and labeling.
Industry players also report high administrative burdens. The Paper and Plastic Packaging Industry Association (IPV) noted difficulties regarding supply chain responsibilities and unclear definitions of manufacturer roles. Meanwhile, the Czech Ministry of Environment has proposed a de-minimis threshold to reduce the regulatory burden on small-scale manufacturers.
Technological developments are also emerging to support compliance, such as new real-time inspection systems for film packaging seal integrity developed by Fraunhofer IKTS.
