European Parliament identifies Russia as primary threat to EU democracy
The European Parliament has approved a report from the Special Committee on the European Democracy Shield, identifying Russia as the primary external threat to the European Union's democratic integrity. The report warns that foreign interference and disinformation campaigns constitute an attack on the core of the European project.
To combat these threats, the Parliament supports the establishment of a European Center for Democratic Resilience. This body would serve as a coordination hub for member states to manage information manipulation, hybrid attacks, and foreign interference. The report also highlights the need for stronger protection of critical infrastructure against hybrid tactics such as cyberattacks, sabotage, espionage, and signal interference, noting similar activities from Belarus, China, Iran, and North Korea.
Additionally, the Parliament called for expanded sanctions against individuals facilitating disinformation or bypassing existing measures against Russia. In the digital sphere, lawmakers urged stricter enforcement of existing regulations, such as the Digital Services Act and the AI Act, to hold online platforms accountable for bot-driven election interference. The report also identified Serbia as a significant center for disinformation and an intermediary for Russian and Chinese influence operations.
