European Parliament calls for all EU accession talks with Ukraine to be opened
The European Parliament adopted a report on Ukraine’s 2025 EU accession perspective, voting 460 in favour, 136 against and 50 abstentions. The parliament urged the European Council and the Council of the EU to open all remaining negotiation clusters without delay and to continue providing both financial and military assistance to Kyiv.
Marta Kos, the EU Commissioner for Neighbourhood and Enlargement, said that “a stronger, safer Europe requires a credible enlargement policy”. German MEP Michael Gahler added that opening the remaining chapters would send “a clear signal to Ukrainians, EU citizens and Russia” that the EU is moving toward a common European future. Austrian MEP Helmut Brandstätter called for an accelerated opening of the clusters and full military support. The report also highlighted that reforms in the judiciary, anti‑corruption measures and improved public administration are not only accession criteria but also essential for attracting investment and restoring trust.
The parliament specifically called on all member states – notably the new Hungarian government – to cease using vetoes to block the opening of negotiation clusters and to stop politicising Ukraine’s potential EU membership in domestic campaigns.
