European regions implement new early childhood language measures

European regions are implementing new measures to address language deficiencies and educational inequality in early childhood.

In the Swiss canton of Zug, Education Director Stephan Schleiss announced that starting in 2027, language assessments will be conducted for all three-year-olds. Children who fail to meet minimum proficiency levels may be required to attend daycare or playgroups for two half-days per week to improve their language skills. This follows warnings from the OECD regarding declining language levels among children with migration backgrounds. Other cantons, such as Aargau and Basel-Stadt, are also investing in or mandating early language assessments and support.

In Germany, education officials are exploring new daycare laws to combat rising difficulties in language and motor skills among children entering school. Experts, including Professor Rahel Dreyer, have noted that while pedagogical staff are highly committed, the system faces chronic challenges including high sick leave rates and insufficient staff-to-child ratios.
