Federal Education Minister Karin Prien described the initiative as a potential ‘gamechanger’ for educational justice. To facilitate this, at least ten percent of daycare centers in each federal state will receive additional staffing, with priority given to facilities serving families with financial needs, non-native German speakers, or children with linguistic difficulties. Regional implementations in Germany show mixed progress. In the Kassel district, a nationwide legal entitlement to all-day care for primary school students has commenced, providing at least eight hours of daily care including lunch. However, the rollout faces shortages in personnel and physical space.
