European textile industry seeks 10 euro tax on Chinese small parcels
The European textile industry, led by the federation Euratex, is calling on the European Commission to implement a 10 euro processing fee per small parcel arriving from Asia. This demand specifically targets ultra fast-fashion platforms such as Shein, Temu, and AliExpress, which the industry claims create unfair competition and place an immense burden on customs services.
In 2025, approximately 5.9 billion small parcels entered the EU market, with 93 percent originating from China. While the EU introduced a 3 euro tax per category in July, industry leaders argue this is insufficient. They propose that the 10 euro fee should be used to strengthen customs controls rather than entering the general budget.
There are differing approaches within Europe. The European Commission is pursuing a more gradual strategy, planning to add a roughly 2 euro processing fee in November. In contrast, France has taken more aggressive unilateral action, implementing measures against ultra fast fashion that could see taxes on certain items reach 19.50 euros by 2030. The French Ministry of Finance noted that the existing 3 euro tax has already contributed to a 30 to 40 percent drop in small parcel imports.
