European Union advances plans for unified defense market
The European Union is moving toward the creation of a unified defense market to bolster the continent's defense preparedness and industrial competitiveness. Andrius Kubilius, the EU Commissioner for Defense and Space, announced that negotiators from the European Council and the European Parliament have reached an agreement on new regulations aimed at streamlining defense production.
Key aspects of the new regulations include significantly reducing the time required for industrial companies to obtain permits for new factories, which in some member states has previously taken up to four years. The measures also aim to simplify procedures for the European Defence Fund (EDF), making it more accessible to small and innovative companies. Additionally, existing exemptions for certain chemicals used in defense purposes will be maintained.
Addressing current inefficiencies, Kubilius noted that a “real EU defense market” does not yet exist, citing instances where jointly produced defense products face months of delays at borders. The European Commission is expected to present a proposal to further strengthen and integrate the European defense market before the end of the year.
