European Union approves new air passenger rights reform

The European Parliament and the Council of the European Union have approved a reform of air passenger rights intended to strengthen protections against flight delays, cancellations, and boarding denials. The new regulations will enter into force 20 days after their publication in the Official Journal of the EU, with a one-year period for member states and airlines to implement the changes.

Regarding luggage, the reform does not mandate that airlines include overhead cabin bags for free in all tickets. However, passengers are guaranteed the right to carry one personal item, such as a small backpack or laptop bag, that fits under the seat in front of them at no extra cost. Airlines must also provide clearer information during the booking process, allowing travelers to see and compare the total costs of different fare options, including luggage, from the beginning of the reservation.

New protections also target families and vulnerable travelers. Airlines will be required to seat passengers traveling with children under 14 years old together without additional charges for seat selection.
