A landmark ruling by the Court of Justice of the European Union (Case C-108/26) has further bolstered these rights, stating that airlines can no longer automatically avoid compensation by citing air traffic control decisions. Carriers must now prove such decisions were caused by truly extraordinary circumstances rather than routine operational management. To facilitate claims, the Parliament proposed standardized, pre-filled forms in all official EU languages. Regarding baggage, airlines must include two pieces of cabin baggage in the base ticket price: one small personal item (maximum 40 × 30 × 15 cm) and one trolley (up to 55 × 40 × 20 cm). To ensure transparency, airlines and booking portals must display airfares inclusive of this luggage from the start of the booking process.
