European Union begins implementation of packaging waste regulations

The European Union has begun the phased implementation of the Packaging and Packaging Waste Regulation (PPWR), a comprehensive framework designed to make packaging within the EU market more resource-efficient and circular. The regulation consists of 71 articles aimed at increasing recycling capabilities, re-use quotas, and packaging minimization.

A key component is the Extended Producer Responsibility (EPR), which mandates that producers organize and fund the collection, sorting, and recycling of the packaging they place on the EU market. To remain on the market, all packaging must achieve performance grades of A, B, or C; packaging with less than 70% recyclability is slated for removal by 2030.

The regulation impacts all products sold in the EU, regardless of where they are manufactured. This creates a significant shift for international consumer brands that often use standardized packaging to reduce costs. As companies adapt, materials like paperboard are becoming increasingly popular due to their high recyclability and established collection networks.
