Tesla secures FSD Supervised approval in Croatia amid EU regulatory delays

Tesla has secured approval to deploy its Full Self-Driving (FSD) Supervised system in Croatia, making it the eighth European Union member state to authorize the technology. This follows previous national-level recognitions of the Dutch RDW approval by countries including the Netherlands, Belgium, Denmark, Estonia, Lithuania, Slovenia, and the Czech Republic.

Despite this localized expansion, a block-wide decision for the entire European Union has been delayed. A vote by the European Commission’s Motor Vehicles Technical Committee, originally anticipated for early October, has been postponed, with the next opportunity for a decision expected in December at the earliest. Achieving EU-wide approval requires a qualified majority of at least 15 member states representing 65% of the EU population.

Regulatory concerns persist among several member states. The European Transport Safety Council (ETSC) has urged the EU to reject the system, citing a speed offset function that could allow vehicles to exceed detected speed limits by up to 50%. Additionally, countries such as Sweden, France, and Germany continue to evaluate the system's safety and driver supervision requirements. Tesla maintains that the FSD Supervised system is a Level 2 driver-assistance technology that requires constant driver attention and readiness to intervene.
