European Union develops war economy to support Ukraine
The European Union is transitioning toward a war economy to finance the defense of Kyiv and reduce continental dependence on Russia. This shift follows the ongoing conflict in Ukraine and the potential reduction of American military and financial aid under the administration of Donald Trump.
To bolster its own security, the EU is building independent financial, industrial, and energy capacities. Recent financial measures include the EU’s participation in the G7’s Extraordinary Revenue Acceleration (ERA) program with 18.1 billion euros in 2024, as well as a new 90 billion euro financing package secured without direct U.S. contribution.
Discussions regarding the use of frozen Russian sovereign reserves, currently held largely at Euroclear in Belgium, remain a point of contention. While some nations fear legal repercussions and financial instability, others view these assets as a vital source of liquidity for further loans to Ukraine.
