Ukraine seeks acceleration of €90 billion EU loan
Ukraine is seeking to accelerate the disbursement of a €90 billion European Union loan intended for its war efforts. The loan, originally scheduled for disbursement throughout 2026 and 2027, is being frontloaded following a request from Ukrainian Defence Minister Yevhenii Khmara to access part of the €45 billion allocated for next year.
During an informal meeting of EU defense ministers in Ireland, Irish Defence Minister Helen McEntee reported that a significant number of member states support the request to speed up funding due to the evident financial gap in Ukraine. While no formal decisions were made at the gathering, any acceleration would require agreement from EU governments and the European Commission.
The €90 billion loan is financed through EU debt on capital markets and is guaranteed by the EU budget margin. Notably, the Czech Republic, Hungary, and Slovakia are not required to contribute to the financial guarantees. The repayment mechanism is tied to the possibility of receiving war reparations or financial settlements from Russia.
