European Union fails to agree on binding heatwave worker protections

The European Union has failed to reach an agreement on mandatory measures to protect workers from extreme heatwaves. Despite discussions held by the EU Advisory Committee on Health and Safety at Work in December 2025, consensus could not be reached regarding whether proposed interventions should be legally binding.

Proposed measures included establishing heat exposure indicators, implementing worker acclimatization protocols, ensuring access to hydration, and reorganizing work activities during extreme weather conditions. European Commissioner for Employment Roxana Minzatu confirmed the lack of agreement in response to a parliamentary inquiry.

Currently, EU regulations allow workers to stop activities in the event of ‘grave and imminent danger,’ but there are no explicit conditions defining when extreme heat triggers this right. Consequently, the European framework remains without sufficiently stringent common provisions to address rising heat risks.
