EU and national labor protections for heatwaves

Overview

The European Union has failed to reach a consensus on mandatory measures to protect workers from extreme heatwaves. While the EU Advisory Committee on Health and Safety at Work discussed interventions in late 2025—including heat exposure indicators, hydration access, and acclimatization protocols—European Commissioner for Employment Roxana Minzatu confirmed that no agreement was reached on making these measures legally binding. Currently, EU regulations only allow workers to stop activities in cases of ‘grave and imminent danger,’ without specific definitions for extreme heat.

In response to these climate risks, France is exploring national adaptations. The French Minister of Labour, Jean-Pierre Farandou, visited Spain to study their methods for protecting workers during heatwaves, such as condensed working hours or the use of climate shelters. While French unions noted Spain’s success through social dialogue, the minister indicated that legislative implementation in France may face complexities due to upcoming presidential elections.
