EU customs reforms impact Temu and Shein shipments

The European Union is implementing significant changes to customs regulations affecting major Chinese e-commerce platforms such as Temu, Shein, and AliExpress. As of July 1, 2026, the EU abolished the 150 euro customs exemption for small shipments from non-EU countries, replacing it with a flat 3 euro duty per item category. This measure aims to address the massive volume of small parcels and the associated costs of customs monitoring.

Further costs are expected by November 1, 2026, when a new processing fee—estimated at approximately 2 euros per shipment—will be introduced. Under the new framework, these platforms will be designated as the importers of record, making them responsible for customs formalities and payments rather than the end consumer.

The impact of these changes is already visible in some regions. In France, shipments from these platforms reportedly decreased by 30 to 40 percent following the initial policy shift, and Temu saw a significant drop in visitors during a single quarter in 2026. However, the Handelsverband Deutschland (HDE) warns that despite these shifts, hundreds of thousands of packages continue to enter the EU daily. HDE leadership suggests that while the business models are being pressured, platforms may adapt to maintain factory utilization. The HDE also raised concerns regarding the difficulty of inspecting such high volumes for counterfeit or unsafe goods.
