EU Packaging and Packaging Waste Regulation (PPWR) takes effect
The European Union's Packaging and Packaging Waste Regulation (PPWR) became fully applicable on 12 August 2026, introducing strict new rules for manufacturers, importers, and distributors regarding material use and waste management.
The regulation aims to reduce packaging waste, promote reuse, and increase recycled content, such as a target of 30% recycled content in single-use PET bottles by 2030. It also includes restrictions on PFAS in food packaging and mandates that all packaging in the EU be recyclable.
However, the implementation has faced significant challenges. Small and medium-sized enterprises (SMEs) face high bureaucratic costs and the need to register in multiple member states to sell goods across borders. Some governments, including those of Czechia, Bulgaria, Italy, Latvia, Poland, Romania, Slovakia, and Slovenia, have requested further clarification from the European Commission due to implementation difficulties.
The European Commission has clarified that packaging already placed on the market—such as stock held by distributors—is not subject to the new requirements, and no specific sell-off period is mandated. Meanwhile, organizations like the OPRL are calling for faster introduction of harmonized recycling labels to assist with the transition.
