The European Union's Packaging and Packaging Waste Regulation (PPWR) has entered its implementation phase, introducing sweeping changes to the packaging lifecycle across the bloc. A primary immediate measure involves strict limits on perfluoroalkyl and polyfluoroalkyl substances (PFAS) in food-contact packaging to reduce exposure to these persistent chemicals.

Key upcoming milestones include a requirement for all packaging to be made of recyclable materials by August 2026, followed by harmonized material marking in 2028 and reusable-packaging labels with QR codes in 2029. By January 1, 2030, several bans on single-use plastic packaging, including certain multipacks, will take effect.

The regulation also aims to reduce empty space in shipments and mandates minimum recycled content for plastic packaging. To support these goals, the European Commission has provided clarifications on the definition of a manufacturer—determined by who dictates design specifications—and transport packaging, which is classified as such once it reaches its final shape. While the regulation supports the transition to a circular economy and climate neutrality by 2050, industry groups have noted that compliance will require significant data management and investment in new production processes.
