EU Packaging and Packaging Waste Regulation (PPWR) enters general application

The European Union's Packaging and Packaging Waste Regulation (PPWR), officially Regulation (EU) 2025/40, has entered its general application phase as of August 12, 2026. This regulation introduces comprehensive requirements for the entire lifecycle of packaging, including design, production, import, distribution, and recycling.

Industry experts and organizations are convening to address the transition. In Poland, the V International Modern Packaging Conference discussed the regulatory impact on the value chain and financing for green investments. In Spain, forums held by the Club de Excelencia en Sostenibilidad and SCRAP Cartón Circular focused on extended producer responsibility, traceability, and the need to simplify administrative reporting to avoid excessive burdens on companies.

The regulation mandates improvements in recyclability, reduction of packaging waste, and stricter controls on certain substances. Implementation will be progressive, with technical details expected between 2027 and 2028, full recyclability requirements by 2030, and further tightening of conditions by 2038. Companies are advised to map all packaging types—including transport, bulk, and e-commerce packaging—to ensure compliance with new documentation and traceability standards.
