European Union approves new air passenger rights regulations
The European Parliament has approved new regulations (Regulation 2026/2202) to strengthen air passenger rights across the EU. The rules, which are set to become applicable on October 23, 2027, aim to increase transparency and simplify the refund process for cancelled or delayed flights.
Key provisions include the requirement for airlines and booking platforms to show the total flight price, including hand luggage options, from the start of the booking process. Passengers will also be entitled to one free personal item (up to 40 x 30 x 15 cm) that must fit under the seat in front of them. Additionally, airlines are prohibited from denying boarding on return flights if the passenger did not use the outbound leg.
Regarding refunds, the new rules mandate that airlines must refund intermediary service fees when a flight is cancelled. In cases where an intermediary has already paid the carrier, the airline has seven days to transfer the funds to the intermediary, who then has seven days to refund the customer. The European Commission will also provide a standardized refund application form in all official EU languages to simplify the claims process.
