European Commission introduces 2-euro handling fee for non-EU imports

The European Commission has approved a new Union handling fee of 2 euros per customs line item to cover the costs of managing distance sales and customs controls for goods imported from outside the EU. This fee is part of a broader reform under the new Union Customs Code.

The new charge is intended to fund infrastructure, risk analysis, and data verification required to monitor the high volume of small e-commerce packages entering the bloc. The fee is distinct from the 3-euro temporary duty on low-value imports that was implemented on July 1, 2026, following the removal of duty exemptions for shipments valued under 150 euros.

The implementation of the 2-euro fee is expected to occur by November 1, 2026, though the exact date depends on the completion of oversight procedures by the European Parliament and the Council. Once finalized, consumers purchasing from non-EU platforms may face combined costs from both the temporary duty and the handling fee.
