EU Commissioner for Enlargement Marta Kos has unveiled a comprehensive reform proposal to overhaul the European Union’s accession process. Describing the current era as a ‘new Helsinki moment,’ Kos emphasized that the enlargement process must adapt to a changing global landscape to ensure the Union remains functional with more than 30 members.

The proposed framework introduces gradual integration, allowing candidate countries to participate in specific EU policies and programs before achieving full membership. It also includes stricter candidate verification and new methodologies to prevent ‘Trojan horse’ scenarios, where new members might regress on democratic standards or block collective decision-making.

Kos highlighted several nations making progress: Montenegro is noted as a leading candidate with rapid negotiation advancement, Albania is meeting key rule of law standards, and both Ukraine and Moldova have achieved significant technical progress in legal alignment. Additionally, Iceland has voted to reactivate its accession process.

EU leaders are scheduled to hold a strategic debate on the future of enlargement on October 15, following a Commission proposal on internal preparations expected on September 30.
