Overview

The European Commission is drafting new enlargement rules to prevent decision-making paralysis within the bloc. These reforms aim to ensure that new member states cannot block strategic decisions concerning the common budget or foreign policy, addressing concerns from countries like France, Germany, and the Netherlands regarding potential institutional deadlock.

EU Commissioner for Enlargement Marta Kos has since unveiled a comprehensive reform proposal, describing the current era as a ‘new Helsinki moment.’ To ensure the Union remains functional with more than 30 members, Kos proposed a framework of gradual integration. This would allow candidate countries to participate in specific EU policies and programs prior to achieving full membership. The proposal also introduces stricter candidate verification and new methodologies intended to prevent ‘Trojan horse’ scenarios, where new members might regress on democratic standards or obstruct collective decision-making.

Regarding specific candidates, Kos noted that Montenegro is making rapid progress in negotiations, while Albania is meeting key rule of law standards. Both Ukraine and Moldova have achieved significant technical progress in legal alignment. Additionally, Iceland has voted to reactivate its accession process.

EU leaders are scheduled to hold a strategic debate on October 15 to establish a clear political direction for the accession processes. This follows a Commission proposal regarding internal preparations for new members expected on September 30.
