European Union maintains 90 billion euro loan plan for Ukraine

The European Commission has stated that the planned 90 billion euro loan to Ukraine is currently sufficient, declining to reopen debates on additional financing despite growing concerns regarding long-term adequacy. The disbursement plan involves 45 billion euros this year and 45 billion euros next year, with payments tied to ongoing reforms in Ukraine.

Amid escalating Russian drone and missile attacks on critical infrastructure, Ukrainian President Volodymyr Zelenskyy has requested increased funding to cover a 23 billion euro deficit in the Ministry of Defense. Zelenskyy has proposed that the EU accelerate the disbursement of next year's 45 billion euro installment to meet immediate military needs.

Separately, Belgium has reaffirmed its opposition to using frozen Russian assets to fund Ukrainian aid. Belgian Foreign Minister Maxime Prévot noted that the proposal, supported by nations such as Sweden, Spain, the Netherlands, and Poland, has seen little enthusiasm among the 27 EU member states. Belgium holds approximately 90% of the roughly 210 billion euros in frozen Russian assets, which are managed by Euroclear.
